IOP City Council Highlights - April

April 27, 2021

Consent Agenda

  • City Council approved the following items via consent agenda:
    • FY22 CTC “C” funding requests for the Waterway Boulevard Multi-Use Path Elevation Project and the Phase 3 Drainage Forest Trail Outfall Improvement Project
    • Replacement of 2003 Mack Flatbed in the amount of $97,260
    • Replacement of tables and chairs from the Public Safety Building’s Training Room/Emergency Operations Center in the amount of $21,816
    • An application for funding for the MUSC Hollings Cancer Center’s LOWVELO bike ride event in the amount of $10,000
    • An amount not to exceed $15,000 to engage a traffic engineer for an to review the recent modifications to the IOP Connector and represent the City in discussion with SCDOT and other stakeholders regarding potential solutions to address traffic congestion
    • Minutes of previous meetings

Standing Committees

Council reviewed the minutes from each of the relevant committee meetings

  • City Council approved a recommendation from the Public Works committee to approve a change order from Thomas and Hutton to the Phase 3 Drainage Project in the amount of $43,300

Ordinances

Second Reading

  • City Council approved an extension of the state of emergency by approving Emergency Ordinance 2021-04. This ordinance removes the requirement for facemasks to be worn in retail and food service establishments. The current face mask requirements will remain in place until Emergency Ordinance 2021-03 expires on May 12th 2021. City Council also requested that staff look into how to allow outdoor dining for restaurants outside of the Emergency Ordinance.

First Reading

  • City Council approved first reading of the FY22 budget. A public hearing will occur in May before the budget is heard for second reading at City Council's regular meeting in May.
  • City Council approved first reading of Ordinance 2021-06 which is an ordinance that is part of a state-wide business license standardization.
  • City Council approved first reading of Ordinance 2021-07 which is an ordinance amending the zoning ordinance regarding flood zone requirements.

Miscellaneous Business

  • City Council had a discussion regarding the City's position on state bill S40.
  • City Council held a discussion regarding changing the City's method of election from majority voting to plurality voting in the next election.
