IOP City Council Highlights - April

April 24, 2018

Standing Committees

  • City Council approved the award of a contract to Safe Industries for the purchase of one 2018 E-One 75-foot Ladder Truck for the Fire Department. This aerial fire apparatus will replace a 75-foot Ladder Truck purchased in 2003. The new truck will be delivered in approximately 12 months.
  • City Council also approved up to $26,400 for plantings in the beach restoration project area. The vegetation serves as an anchor for wind-blown sediment and promotes continuous dune growth. The City hopes to partner with the Wild Dunes Community Association to spearhead a community wide volunteer effort to plant dune vegetation.

Ordinances & Resolutions

oRDINANCE 2017.07 – amendments to FLOOD DAMAGE PREVENTION REGULATIONS

City Council passed Second Reading on Ordinance 2017.07. The flood ordinance amendment will do three key things. First, it will create a new universal minimum elevation requirement of 14' above for mean sea level for the lowest floor of newly constructed houses, regardless of what the requirement on the future Flood Insurance Rate Maps (FIRM). Second, it will eliminate the five-year tracking requirement associated with the 50% rule. This would allow owners of older, unelevated homes to improve their homes over time to a higher level than what was previously allowed. Finally, this ordinance eliminates the 50% rule all together for older houses that comply with the future flood maps. This will include most of the older, unelevated houses on the second and third row, that are going out of the floodplain with the future maps.

ordinance 2018.04 – restrictions to construction work Noise

City Council approved new restrictions on the hours of construction and prohibits construction on Sundays and holidays in the interest of minimizing the impact on residents abutting construction projects. Brought forward by citizens, the amendments to the City's Noise Ordinance limits the operation of piledrivers, steam shovels, pneumatic hammers, derricks, steam or electric hoists or any other equipment that creates loud or disturbing noises between 7:30 a.m. and 6:00 p.m. Monday through Friday and between 9:00 a.m. and 4:00 p.m. on Saturday. No construction work will be allowed on Sundays and legal holidays. Nevertheless, these regulations do not limit a property owner's ability to perform maintenance and repairs on their own property at any time.

Resolution to adopt a policy for the use of the cITY'S MESSAGE BOARDS

City Council adopted a policy establishing that the City's message boards, located at the end of the IOP Connector and Breach Inlet, will only display messages associated with City meetings, activities, programs and City-sponsored events. The City's message boards will no longer be available for use by any organization other than the City.
