IOP City Council Highlights - November

  • City Council approved a recommendation from the Accomodations Tax committee to award a sponsorship in the amount of $6,000.00 for the IOP Turtle Hatchling Scavenger Hunt. This is part of a partnership between the City, the Exchange Club, and the Turtle Team to educate the public about the role sea turtles play in our ecology. The project will involve a scavenger hunt based upon clues to locate small bronze plaques of turtle hatchlings containing educational information. The sponsorship is designed to cover the cost of the plaques that will be placed in various locations in the Front Beach Area.
  • City Council approved a motion to fund an unbudgeted expenditure not to exceed $10,000.00 for the purpose of procuring and installing a safety camera at Breach Inlet. The camera feed would be monitored by existing personnel of both the fire and police departments to facilitate public safety and assist in a quick response to emergencies at Breach Inlet.
  • City Council approved a motion to re-implement a Reserve Officer Program in the police department.
  • City Council approved a motion to approve an ADA Compliant Beach Walkover and Observation Deck at 42nd Avenue as the City's application for Greenbelt Program Funding. The City's current greenbelt funding allocation is $149,000.00. As a Beach Community the City may use these funds for minor improvements that provide public access to the beach. The City is committed to improving ADA compliant access to the beach for people with mobility and physical challenges and 42nd Avenue represents a unique opportunity to construct a flat boardwalk that meets OCRM and ADA requirements.
  • City Council approved a motion to award Insight Group, LLC a contract for construction management services in the amount of $26,840.00. This contract is in response to a Request for Proposal the City issued for an Owner's Representative during the Public Safety Building Rehabilitation Project. This firm was recommended following the RFP submittals and an interview process due to their experience and successful track record with renovation projects and experience working with Trident in a collaborative team approach.
  • City Council approved a motion to grant an amount not to exceed $100,000.00 for the 12-month rental of office trailers for the Police and Fire Departments to operate from for the duration of the Public Safety Rehabilitation Building Project. This amount was included in the initial Council approved $6.2M budget for the Rehabilitation Project. Staff has issued a Request for Bids for the rental of office trailers. The deadline to submit bids is Mid-December.
  • City Council approved a revisions to the beach parking plan to extend the "4 feet off pavement" and the "parallel parking only" rule to the existing beach parking zone on the land side of Palm Boulevard between 41st and 53rd Avenue and implement "Parallel Parking Only" on the existing Beach Parking Zones on 3rd Avenue through 9th Avenue.

Ordinances

First Reading

  • City Council approved at first reading by title only an ordinance to establish new standards for dilapidated structures. This amendment enacts select sections of the International Property Maintenance Code to address concerns raised by residents regarding vacant structures that are not being well maintained. This code would requre that owners of all homes (occupied and vacant) keep exterior walls in good condition, protected by paint or other covering, and free of cracks, breaks, rot, or excessive mildew, as well as keep roofs free of leaks.
  • City Council approved at first reading by title only an ordinance to ban smoking of cigarettes and cigars on the beach and beach access paths. Second reading of this ordinance is expected to take place at the December 3rd Special City Council meeting.

Resolutions

  • City Council approved a resolution to allow the consumption of beer and wine only between 10th and 14th Avenue at the Holiday Street Festival on December 7, 2019 from 2:00 p.m. to 7:00 p.m.
