The City and Dominion Energy entered into an agreement for the design, engineering and construction of undergrounding utility projects.
The following projects have been identified by the City as priorities:
- 21st Avenue and Palm Boulevard
- IOP Marina
- End of 41st Avenue
- 14th Avenue
- Palm Boulevard and Oak Harbor (11th and 13th Avenue)

- City received revised construction agreement. New regulation that requires DE to dispose mud created from boring activities increased cost estimate by $7,000.

21st Avenue Update - April 2022

- Feasibility study and construction estimates complete. Estimate for construction is $65,000.
- City would contribute 50% of the total of the construction using the Non-Standard Service Fund.
- If the work outlined in the project scope exceeds the estimated costs, there will not be additional charges to the City. If there are unforeseen issues not outlined in the scope, the City would be notified of additional costs, also split 50/50.
- Dominion Energy provided a construction agreement for the City to execute. Once executed, DE can begin scheduling the construction of the project for the fall/winter of 2022.
