The City and Dominion Energy entered into an agreement for the design, engineering and construction of undergrounding utility projects.  

 The following projects have been identified by the City as priorities: 

  • 21st Avenue and Palm Boulevard
  • IOP Marina
  • End of 41st Avenue
  • 14th Avenue
  • Palm Boulevard and Oak Harbor (11th and 13th Avenue)

Project Updates

21st Avenue Update - April 2022

  • Feasibility study and construction estimates complete. Estimate for construction is $65,000.
  • City would contribute 50% of the total of the construction using the Non-Standard Service Fund.
  • If the work outlined in the project scope exceeds the estimated costs, there will not be additional charges to the City. If there are unforeseen issues not outlined in the scope, the City would be notified of additional costs, also split 50/50.
  • Dominion Energy provided a construction agreement for the City to execute. Once executed, DE can begin scheduling the construction of the project for the fall/winter of 2022.
21st Avenue Update - March 2022

  • Dominion Energy received final drawings from contractor and is working on preparing packet to submit to SCDOT for the encroachment permit.
  • Contractor requested lane closures during construction; Dominion Energy working on traffic control plans.
  • City’s share of construction (50%) included in FY23 Capital Plan. Construction slated for Fall/Winter 2022.

  • Dominion Energy very close to having bore profiles for the SCDOT permit and final design drawings
    Bore profiles have not been completed yet. Necessary for final design and final construction estimate.
  • A bore profile is a drawing that shows the depth of the new conduit being installed relative to the existing utilities and ensures that there is a good enough window for this conduit to be drilled in without damaging any of the other existing utilities.
  • City’s share of construction (50%) included in FY23 Capital

City and Dominion Energy agreement and design/engineering estimates for the proposed projects:

  21st Avenue at the intersection with Palm   Boulevard ($10,000)

  • Agreement executed. Design and engineering in progress

  End of 41st Avenue from Waterway   Boulevard to the IOP Marina ($15,000)

  • Engineering scope includes assessment of relocation of transformer by the boat ramp and new lighting layout for the site

Design & engineering completion estimated 3-4 months from agreement execution.

The total cost of the projects and construction timelines will be determined when the design & engineering work is complete.
